In 2011 the Town of Kill Devil Hills sought requests for qualifications to create a Shore Protection Plan and Beach Nourishment Project. Five firms submitted qualifications and a Review Team, comprised of Mayor Ray Sturza and Planning Director Greg Loy, after considering all submittals recommended the Board of Commissioners negotiate with Coastal Planning & Engineering, Inc. (CPE) for consulting services related to the project.
In August 2011 the Board of Commissioners authorized CPE to perform tasks associated with interagency coordination meetings, the goal of which was to narrow the scope of permitting and review requirements by resource agencies such as the Army Corps of Egnineergs and the North Carolina Division of Coastal Management.
A second contract with CPE was authorized by the Board of Commissioners on April 9, 2012 for preparation of Project Information Document for the purpose of describing in detail the conceptual beach plan proposed by the Town of Kill Devil Hills including the length of the beach nourishment project, density of fill, dimensions of the fill, sand sources, construction methods, and an inventory of the available biological and physical data.
