Land Use Plan Progress Report
The Town of Kill Devil Hills is currently in the process of updating the Land Use Plan.
The Coastal Area Management Act of 1974 (CAMA) establishes a cooperative program of coastal area management between local governments and the State. The Town prepared its first CAMA Land Use Plan in 1980. The Town updated its Land Use Plan in 1983, 1987, 1993 and 1997. This Land Use Plan update, when certified by the North Carolina Coastal Resources Commission (CRC), becomes part of the North Carolina Coastal Management Plan for the protection, preservation, orderly development and management of the coastal area of North Carolina.
Land use planning is one of the ways a community looks into the future to determine what it wants to be and what it wants to look like. One of the key elements of the plan is citizen participation. This ensures that the plan is truly designed by the community, for the community. A Land Use Plan can describe how a community desires to develop physically, economically, and socially.
The Kill Devil Hills Planning Board services as the Lead Planning Group, which is the body responsible for guiding the CAMA land use plan update effort.
To date, Chapter I: Introduction, Chapter II: Concerns and Aspirations, Chapter III: Population, Housing and Economy, Chapter IV: Natural Systems, Chapter VI: Community Facilities, and Chapter VIII: Review of Current CAMA Land Use Plan have been prepared in draft form. In addition, draft maps showing the Areas of Environmental Concern (as defined by CAMA), the Coastal and Estuarine Wetlands, Soil Suitability, Regulatory Flood Zones, showing Prohibited Shellfishing Areas, and Long-Term Average Annual Shoreline Changes have all been prepared.
Interviews have been conducted with Police, Fire, and Public Services Departments for input on community facility plans and projected needs. The information gathered in these interviews was used in the generation of Chapter VI: Community Facilities.
Other Phases
The Lead Planning Group will next begin work on creating Chapter V: Land Use and Development, and Chapter VII: Land Suitability Analysis. These chapters will complete Phase I of the update. Phase I primarily is analysis of the existing conditions and constraints of the Town and a look at the effectiveness of previous policies and regulations. Phase II encompasses more of the information which will be used to guide the future direction of the Town.
