Suggested Rules of Procedure for a City Council - This booklet is a publication of the UNC-CH School of Government.  Written by A. Fleming Bell, II, it discusses the rules governing the role of the mayor, the requirements for minutes and general accounts of closed sessions, and procedural motions.
