Take Action to Oppose Rate Increases for Dwelling Policies

The North Carolina Rate Bureau, representing state insurance companies, filed a request with the NC Department of Insurance to raise rates on dwelling policies, which cover second homes, vacation rentals, and year-round rental properties. 

Beach areas (Territory 110): +40.6% each year (2026 & 2027)

Non-beach areas (Territory 130): +37.4% each year (2026 & 2027)


The Kill Devil Hills Board of Commissioners recently passed a resolution Opposing Rate Increases for Dwelling Policies Requested by the North Carolina Rate Bureau. Read the resolution by clicking here.

Make your voice heard!

Submit comments urging Commissioner Causey to deny the 2025 Dwelling Rate Filing before the public comment period ends on November 19, 2025. Be sure to include your name and NC property address in your comments.

Please consider the following points when submitting comments:

  • Request NC Department of Insurance Commissioner Causey to DENY the 2025 Dwelling Rate Filing because the NC Rate Bureau’s proposed rate increases are unwarranted and unjustified. 
  • Rate increases of 14.9% and 5.8% for territories 110 and 130 respectively for extended coverage dwelling policies became effective on November 1, 2024    These 2024 rates have not been in place long enough for their effectiveness to be adequately evaluated.   Back-to-back double-digit rate increases in 2026 and 2027 are unsustainable for North Carolina property owners.    
  • The latest filing includes extended coverage rate increases for territory 110 of 40.6% and for territory 130 of 34.7%. respectively.   These requested rate increases are excessive and unfairly discriminatory compared to other rates elsewhere in North Carolina.   
  • Admitted carriers in North Carolina are limiting their exposure in coastal areas by discontinuing coverage in these areas. This limited coverage coupled with increased premiums is creating an insurance crisis. Attainable coverage plus sustainable rates equal fair insurance for policyholders.
  • The requested rate increases are excessive and unfair and should be DENIED.

Love Your Live Oak Tree Adoption

The Town of Kill Devil Hills' Community Appearance Commission (CAC) worked to establish an official town tree, the Live Oak. Awareness and preservation efforts are conducted during the month of May with a ‘Love Your Live Oak’ campaign. Leading up to the campaign, the CAC will be accepting applications from KDH residents who are interested in receiving a live oak tree, at no cost to them, to plant on their property.

To receive a free young Live Oak Tree, please complete an application.

Applications will be collected through December 31, 2025, for review by the CAC in January of 2026. (Limit one application per property owner. Previous recipients not eligible.)

This holiday season, the Town of Kill Devil Hills is collecting donations to benefit the Beach Food Pantry and Toys for Tots. 

Our community always shines its brightest when it comes to helping one another. Please join us in supporting these two organizations that make a tremendous difference for local families.

As we gather with loved ones and celebrate the season of giving, we’re reminded that not all families in our community have the comfort of full cupboards or gifts beneath the tree. For some, the holidays bring added stress and uncertainty. But together, we can change that.

Every item donated, whether a can of soup, a bag of rice, a new toy, or a hygiene kit for a teenager, is a shared reminder that in this community, no one is forgotten and no one is alone.

This year, let’s fill shelves, warm hearts, and lift one another up. Your generosity can help ensure local families have a nourishing meal to enjoy and that our youth experience the joy and excitement of opening a gift meant just for them.

Please consider donating between now and December 15, 2025.

  • KDH Fire Dept. – 1630 N. Croatan Hwy.
  • KDH Recycle Center – 701 Bermuda Bay Blvd.


Together, we can make this holiday season one of comfort, joy, and community.

  • Food available for purchase from Outer Banks Catering & Events Food Truck
  • And the big man himself. . . SANTA CLAUS! (Don’t forget a camera!)

This is a FREE event; however, we kindly ask that attendees bring a donation to benefit Toys for Tots and/or the Beach Food Pantry.

Saturday, December 13, 2025, from 8:00 a.m. – 11:00 a.m.

KDH Fire Station: 1630 N. Croatan Highway


Join local first responders from the Kill Devil Hills Fire and Police Departments and Dare County EMS for a free breakfast including pancakes, sausage, juice, and coffee.

While this is a free event, we kindly encourage attendees to bring a donation to support either Toys for Tots or the Beach Food Pantry.  



First Flight Holiday Markets

First Flight Holiday Markets

The Town of Kill Devil Hills is proud to present you with the opportunity to shop local and support small businesses this holiday season at our First Flight Holiday Markets.

The First Flight Holiday Market is the perfect one-stop destination for all your holiday shopping needs!

There are typically about 50+ local vendors that participate in the markets. Vendors offer a wide variety of goods from sweet & savory treats, woodworking, photography, paintings, jewelry, candles, bath and body items, and so much more - you’re sure to find tons of one-of-a-kind items for everyone on your shopping list!

The markets will be located at Aviation Park (103 Veterans Drive) and will be held in/around the hockey rink. Parking is available at the park, and overflow parking is available at the First Flight High School.

We look forward to seeing you at our holiday markets on:

• Saturday, November 15, 2025, from 10:00 a.m. – 2:00 p.m.
