Process and Notice to Fill Vacancy 

on KDH Board of Commissioners

A Commissioner vacancy on the KDH Board of Commissioners was created by the death of sitting Commissioner Terry Gray, Sr., on November 27, 2025.

During its January 12, 2026, meeting, Mayor Windley highlighted the process by which the Town would receive applications and the Board would make its selection:

  • Notice of the Board of Commissioners’ intent to fill the vacant seat is being made via the Town’s website, electronic distribution, media releases, Town bulletin boards, and Town social media.
  • Applications will be accepted by the Office of the Town Clerk until 5:00 p.m. on Monday, February 2, 2026.  
  • During the March 9, 2026, meeting, the BOC will use the nomination-and-ballot method to fill the vacant seat from the eligible candidates submitting applications.
  • In the event an applicant is selected, the oath of office will be administered at the Board of Commissioners meeting on March 25, 2026, and the new commissioner will be seated.

Applications are now being accepted from persons interested in being considered for appointment to the open seat on the Kill Devil Hills Board of Commissioners. Potential candidates must reside within Kill Devil Hills corporate limits and must complete an application in order to be considered.

The Town of Kill Devil Hills Finance Department is proud to present the third edition of our Popular Annual Financial Report (PAFR). While thorough, the PAFR is an abbreviated version of the Town’s Annual Comprehensive Financial Report (ACFR) for fiscal data ending June 30, 2025. The PAFR is intended to be a supplement to the ACFR; the ACFR provides an in-depth reporting of the Town's financial status.
