1. Do I need a business registration?

As of July 1, 2015,The General Assembly’s enactment of Session Law 2014-3 resulted in the elimination of nearly all local privilege license taxes. Municipal taxicab (and limousine) privilege license taxes remain authorized by G.S. 20-97(d). These taxes of $15 per vehicle are levied on all taxicabs and limousines operating in the city. Local beer and wine privilege license taxes are authorized by G.S. 105-113.77 and G.S. 105-113.79 (wholesaler) for any business selling beer or wine for on-premises or off-premises consumption.

2. How do I apply for a business registration?

Business registration forms are available at the cashier's counter, 2nd floor of Town Hall, and they may be mailed, faxed or emailed to you by calling 252-449-5345.

3. What are Town Hall’s hours of operation?

For all administrative business offices, Monday - Friday - 8:00 am - 5:00 pm. Emergency response services are available 7 days per week, 24 hours per day. The Recycle Center and Bulk Trash Drop Off Yard is open Monday - Friday, 8:00 am - 4:00 pm and on Saturdays from 8:00 am until 2:00 pm.

4. What is the Town's current Population?

Kill Devil Hills' year-round population is estimated to be approximately 7,200.

5. How are my property taxes determined?

Ad valorem, or property taxes, are based on the "value" of your property as determined every eight years by the Dare County Tax Assessor's Office. The overall value of all properties within a taxing district, in our case Kill Devil Hills, is totaled and the ad valorem rate calculated based on calculated and carefully considered expenditures needs and anticipated revenues. The ad valorem tax rate is established at the time the annual operating budget is adopted. The budget must be in place by June 30th of each year and in their action to adopt the budget, the Board of Commissioners also establishes the tax rate.

6. What types of payments are accepted at the cashier window?

The Town accepts payments in the form of cash, check, money order and credit/debit card (American Express, Diners Club, Discover, JCB, MasterCard and Visa) at the cashier window, 2nd floor, 102 Town Hall Drive. At this time, the Town does not accept credit/debit cards over the phone. However, the Town uses the Official Payments clearing house to process over the phone and online credit/debit card payments for utility payments for a convenience fee of $4.95, which is passed on to the customer. Credit/debit card payments can be made by calling 1-800-272-9829 and entering the utility billing jurisdiction code of 4344. Online credit/debit card payments can be made anywhere you have access to the Internet at www.kdhnc.com by clicking "online payment." Online payments can be made using American Express, MasterCard, Discover and Visa

The cashier window is now equipped to accept credit card payments in amounts up to $5,000.
