Town Manager

The Town of Kill Devil Hills operates under a council-manager form of government. This style combines the leadership of the Town’s elected officials with the strong professional experience, direction, and vision of an appointed Town Manager. 

The Board of Commissioners appoints the Town Manager who is responsible for carrying out the policies and directives of the Board of Commissioners, oversees the day-to-day operations of the town.

The Town Manager is the Chief Administrator for Kill Devil Hills, with obligations that include, but are not bound to: 

  • Developing a recommended budget; 
  • Supervising the administration of all Town Departments and Offices;
  • Ensuring that all laws of the State, the Town Charter, resolutions, and regulations set by the Board are followed;
  • Providing the Board with resources, recommendations, and generating discussions that result in action
  • Focusing on the needs of the entire community in order to make Kill Devil Hills the best it can be for everyone.
